PROPOSAL

1. All parties work collaboratively to 1) secure language in the report of the FY 1998 Interior Appropriations Bill directing the Forest Service to give high priority to conducting its timber sale and fuel treatment programs in a strategic manner consistent with the land management program adopted by the Quincy Library Group including affirmative protection for the QLG conservation land base; 2) secure additional appropriations for the affected national forests to conduct its timber sale and fuel treatment programs in a strategic manner consistent with the land management program adopted by the Quincy Library Group.

2. A working group representative of key stakeholders drafts language acceptable to all parties for inclusion in the Interior Approps report by Senator Boxer with support of other key Congressional members. Language reflects areas of agreement from April 8 meeting and is completed by May 1.

3. QLG works with Mr. Herger, Mr. Fazio, Ms. Chenoweth, and Mr. Young to postpone further consideration of HR 858 or other authorizing legislation this year.

4. Environmental groups work with QLG and Congressional staff to achieve the two Appropriations goals described above in pt. 1. Support of appropriations initiative does not imply support for HR 858 or any other authorizing bill designed to legislate the QLG plan.
