Subject: Forest Health Pilot

Dear Quincy Library Group Members:

On February 9th we had a very productive meeting with you. Bill Coates and Mark Madrid felt that a meeting was needed to develpo better communications with each other and to discuss Forest Service plans for the Forest Health Pilot (FHP).

We discussed your desire to strategically place fuel hazard reduction projects on a cross section of land or site classes rather than locating the projects on less productive lands. In doing so, these projects have the potential for greater economicc return because of the higher productivity on the better sites. The shift to a higher yield per acre should enhance community economic stability.

As you recall, we dropped some high priority projects (from the strategic fuelbreak standpoint as conceptualized in the technical fuels report) with little to no economic return and replaced them with lower priority projects that should have greater economic return. You supported our plan. We heard statements to the effect "close enough for now", "no program stoppers", and "any differences we have we can work out." Your support included the watershed restoration projects that were presented by the three forests. When we dicussed the monitoring portion of our plan, you stated there were some core questions that you felt should be answered by any monitoring effort and you would provide some ideas in writing for us to consider (your written comments and core questions were shared with Dave Stone, FHP coordinator, at your February 16th regular QLG meeting). We discussed our Land and Resource Management Plan review for the Plumas National Forest. The Plumas Land Management Planning staff is working on provisions for this review and we will be sharing them soon.

During our meeting we discussed numerous specifics of your proposal which are not included in the original Community Stability document which was publicly circulated some time ago. We would like to have an updated version that includes the specifics we heard at our meeting and any others you may have. This will help continue our efforts on improving communications.

We have enclosed the project list for the fire hazard reduction portion of the FHP. Maps of individual projects are available from the respective Ranger District. We will send you a copy of our list for watershed restoration projects when it is finalized.
